Character creation mostly follows the normal creation from the Savage Worlds Deluxe book with some minor modifications.
0) Have a Concept
Think about what sort of concept you want your character to follow. Do you want to be an archmage, able to cast every spell under the twin moons of Nirn? A grizzled blacksmith-gone-enchanter? A thief who steals from necromancers? A paladin who devoutly fights for his religion? Some Common Character Types can be found here to help you with your concept.
1) Get a Birthsign
Birthsigns are randomly determined at the very start of character creation. The GM will roll two sets of 2d12, as described in the above page, to determine what two signs your character could have been born under.
2) Choose a Race
You select what Race your character is. Tamriel is home to a diverse range creatures and characters can be of any one of the ten sentient races.
3) Pick your Traits
Your character starts with a d4 in each attribute and has 5 points to spend with which to raise them. Raising an attribute a die type costs 1 point.
You also have 15 points to spend on skills. Each die type costs 1 point up to a maximum of the linked attribute. Going over the linked attribute costs 2 points per die type.
Charisma is equal to the total bonus and penalties given by your Race, Edges, or Hindrances.
Pace is usually 6".
Parry is equal to 2 plus half of your Fighting skill.
Toughness is equal to 2 plus half of your Vigor trait.
If you start with armour, add this to your Toughness stat and put the armour value in brackets afterwards.
Most characters start with 10 Magicka. Birthsigns, Edges, and Hindrances can affect this.
4) Select your Edges & Hindrances
You get additional character points for taking up one Major Hindrance (2 points) and two Minor Hindrances (1 point each). It is advisable that you take all of the three Hindrances allowed for a total of 4 points to spend. You can use these points as follows.
For 2 points you can gain another attribute point or choose an Edge.
For 1 point you can gain another skill point.

5) Grab Starting Gear
Usually you start with 500 drakes to spend on items, but for first-time characters your gear will be selected for you by the GM.
6) Background Details
Fill in any other background details you’d like. Where is your character from? What did he do to get conscripted into the House Redoran army.
